Take the same instrument to represent a highlight on the button, like in the picture.

Take the previous instrument to represent an ellipse of black color. Copy 3 times the created black ellipse’s layer and place everything out like it is shown next picture.

We have now 4 places for 4 buttons.
Continue. Picture the same way 4 ellipses with the color 22A9CC and place everything out like in the next picture.

Make one more ellipse with the shown sizes.
