1920x1200 px and
72 dpi. Select then the
Paint Bucket Tool (G) to give our file the black color.

Let's insert now a small circle slightly above the central part of the picture, using in this case the
Ellipse Tool (U).

Set the next demonstrated parameters by clicking on this layer on the layers' panel:
Fill
0%
Blending Options>Stroke

Make many copies of the layer containing the circle and choose after that the
Free Transform option (Maintain aspect ratio) to enlarge each next copy, representing proportionally many circles:

Merge down in a group all the layers composing the dots (press
CTRL button to mark out the appropriate layers and hold on the left mouse's button while moving the marked layers on Create a new group option)
Set the next demonstrated parameters for the group:
Opacity 60%

Using the
Rectangle Tool (U), we may dark out the circles on the picture's edges:

Free Transform option, place the copies exactly as in the picture below. The corrections of the copies' tops placement may be done with the
Convert Point Tool.

Next we'll merge down all the layers containing the paint flow (press
CTRL button to mark out the necessary layers and then hold on the left mouse's button while taking the marked layers on Create a new group option)
Mark out the group and rasterize it (
CTRL+E).
Set for the last processed layer the next indicated parameters:

Next download out of Internet a set of ready to use brushes in
Adobe Photoshop program, named
Brush_set__Stars_Shine_Out_by_Azureluck
Create a new layer and apply here the downloaded brush. We'll also insert the stars on the letters' highlights. The brush has white color.
